The President of the Russian Federation signed the law (http://publication.pravo.gov.ru/Document/View/0001202 ) on information interaction between the Bank of Russia and the Ministry of Internal Affairs of Russia (https://t.me/mediamvd ), which creates conditions for automated data exchange between departments. The law will help to increase the speed of investigation of cases of fraud in money transfers. Now, when considering such cases, a significant amount of time is spent on data requests and correspondence between law enforcement agencies and banks. The law provides for the connection of the Ministry of Internal Affairs to the automated FinCERT system of the Bank of Russia, which contains information about transactions carried out without the consent of customers. Thanks to this, law enforcement agencies will be able to receive information about fraudulent transactions, including the recipients of stolen money, almost online. Data exchange will take place in compliance with all the rules of bank secrecy.The Ministry of Internal Affairs of Russia, in turn, will transmit to the FinCERT database information about the illegal actions committed. Banks participating in the information exchange will be able to take this data into account in their business processes to prevent fraudulent transfers. The law will come into force on October 21, 2023. Until then, the regulator and the ministry will conclude a bilateral agreement, which will define the types of information, the procedure, timing and format of their transmission, as well as integrate information systems.
